Helistar Cambodia, the leading and fast growing helicopter transport provider in the Kingdom of Cambodia, is seeking for a highly qualified candidate for the following position.
POSITION: DIRECTOR OF FLIGHT OPERATIONS

POSITION SUMMARY:

This position is to provide leadership and strategic direction to ensure that all operational activities and support services are carried out safely in accordance with all applicable procedures and regulations so that the company can provide a quality product to the customer with a high degree of flight safety, reliability and punctuality. This position is a light-flying position.

ESSENTIAL FUNCTIONS:
1. Establish flight dispatch policies and procedures that govern the approval, delay or cancellation of flight operations and share responsibility with the Pilot-in-Command for the initiation, continuation, diversion, and termination of a flight in compliance with company policies.
2. Responsible for the flight department organization and operation, including planning and directing the pairing of available aircraft and flight crews to ensure a safe and efficient operation.
3. Responsible to carry-out all company policies and compliance with all laws, rules, and regulations governing flight operations and activities.
4. Responsible for the safe operation of all aircraft owned, operated, or managed by the company or its affiliates.
5. Coordinates duties with the Pilots, Director of Maintenance and Flight personnel, when used, to ensure that all operations are compliant with all Regulations.
6. Coordinates with the Director of Maintenance, the scheduling of aircraft for maintenance and the timely return to service of aircraft once maintenance has been performed to achieve the company?s flight operation goals and objectives.
7. Ensures aircraft discrepancies are corrected as reported by the flight crew.
8. Responsible for the proper maintenance and disposition of the flight department operating records in accordance with company policies.
9. Conducts personnel interviews, periodic evaluations, handles employer or employee complaints or suggestion and takes appropriate disciplinary action, in accordance with company policies and in coordination with the Director of Human Resources.
10. Establishes and maintains an active aviation safety program.
11. Ensures that high levels of service are provided to the company and all who use company aircraft, facilities or operations.
12. Ensures that department personnel are thoroughly familiar with and comply with all company policies, pertinent operating manuals, practices and procedures.
13. Establishes programs for pilots and maintenance technicians, including proficiency reviews, initial training, recurrent training, testing, and upgrade training and makes recommendations to senior management for the selection and retention of all flight operations personnel.
14. Establish and monitor security procedures to protect all aircraft and facilities.
15. Establish severe weather/natural disaster procedures for the protection of all personnel, aircraft and facilities.
20. Responsible for all management, care and maintenance of Hangar facility and personnel, including cleaning the hangar and aircraft, and equipment etc.
21. Responsible for proper handling of all aircraft fuel at the hangar, maintenance of Jet fuel facility.
23. Maintain strict confidentiality of all company and personnel related matters.
24. Responsible for Designated Company Check Pilot.

QUALIFICATIONS:
1. Ability to read, write and speak and understand English well.
2. Strong verbal, written, analytical, and interpersonal communication skills.
3. Maintain all required classes, licenses and medical certifications as required and necessary.
4. Ability to think and respond appropriately in difficult situations.
5. A disciplined outlook and responsible attitude.
6. Good co-ordination and physical fitness.
7. Self-confidence and have the ability to motivate team work.
8. ATPL or CPL required.
9. AS350 BA, B2, and B3
10. Minimum flying hours of 2,500 hours with sling experience.
